The department specializes in the specification and management of complex projects which include requirements for redundancy and a high level of continuous operation such as computer and control sites and critical facilities.
Managing projects of this kind requires a combination of multi-disciplinary engineering capabilities as well as significant inter-personal and financial abilities in order to manage the project from the specification phase until its delivery to the end user at the highest level.
The project management department implements a multidisciplinary perspective in project management by relying on engineers with experience in managing the project from A to Z along with engineers in a number of areas which form a hub of knowledge in various fields of engineering – Civil Engineering, MEP systems, control and communication systems.
Methodologies in Project Management
Managing a project is a process that takes place in a dynamic environment. Therefore, the project management method has to be defined so as to fit each specific project and within the project’s lifespan according to the various processes that may take place.
The choice of methodology for the project is considered according to a series of parameters: budget, team size, flexibility and the level of risk that can be taken, the timetable and the level of involvement of the owner.

Defining a map of the market’s need and an ROI plan according to the project and the client.

Specifications and Requirements
Creating the facility’s specifications by a team consisting of professions from all of DCX’s departments.
Combining the overall engineering capabilities of the company in order to create facility-level specifications which responds to the overall professional requirements of the facility, as well as meeting the goals defined at the initiation phase.
In addition, in this phase we will produce an estimate for the project and a required budget flow as well as a breathing timetable according to the financial decisions made by the owner/client
Creating the team of advisors and preparing the contracts
Preparation of a table defining the approaches to be made to the consultants according to the type of project as has been specified as regards to the engineering capabilities, the modeling capabilities and the approaches to the advisors according to the project’s timetable.

Planning Stages
For the permit stage we will usually deploy the “waterfall” method, since the processes as well as their requirements are known, well-ordered and sequential. The process of managing the planning requires a combination of overall methodology for the project using the “critical chain” method and an agile, specific methodology for every group of tasks. In this manner one can confidently lead the planning to the tender while complying with the dynamics and the changes that take place along the various phases. We will manage the planning process according to the type of project and its team and a combined team of professionals from DCX’s departments will perform the engineering oversight of the plans, the specifications, and the estimates.
Construction
We will accompany the owner during all the phases of choosing the contractor in order to carry out the project, from managing the contractors’ tender and analyzing the offers to the selection of the awarded contractor.
After awarding the project to the contractor and the supervision firm, we will aid in connecting between the plot and the design while remaining open and ready for the changes which shall arise from the complexities found in the construction
Delivery and handover
Managing the delivery of the facility and accompanying the owner, and the client in all the phases of the delivery, according to the types of commissioning the facility requires to comply with as well as the performance of a matrix of tests and regulatory requirements from the very beginning of the project.
The delivery process starts at the first phases of the implementation with writing up and documenting all the required submittals and continues with the demonstrations which the facility requires in order to comply with the standard defined for its delivery and operation

Department director – Avihai Goldberg
20 years of experience in planning, building and operating critical facilities and computer sites in the IDF.
Experienced in managing complex mega-projects with unique specifications as to physical protection combined with technologies.
As part of the directorate responsible for the transfer of the Intelligence Corps to the Negev, managed a project which includes protected infrastructure requiring a high level of availability with the technological needs of intelligence systems and computer installations.
Served as the head of the infrastructure branch in Unit 8200 and was responsible for the construction of the infrastructures for the unit’s systems in the phase which involved the preservation of the availability of the facilities.
In his last years in the IDF he headed the POLYNOM project in the Navy – which consisted of the construction of a docking facility for submarines along with the construction of coastal infrastructure, including computer and command and control facilities.
